Search and rescue grants needs

We are starting a regional (hoping to eventually go national) search and rescue division (similar to the Urban Search and Rescue groups funded by FEMA) of our fire department and are looking for grant research and grant writing help. We would like a writer to help research and possibly also write grant applications to help us get started. We will be looking for $100,000+ in grants total but not necessarily all at once. We will be looking for traditional grants, as well as grants from nontraditional sources and we are willing to fundraise as well.
We will pay a small fee up front and then pay a commission (consulting fee) on the grants obtained through or by you. (A larger percentage for those you write for and a smaller percentage for those you only research and find.) All details and a line item budget will be provided to the winning bidder.
