I need a direct research proposal on the increase in people needing government assistance over the past decade and the governments lack of resources and ability to keep up. 25 page minimum.

There are 9 sections needed.

1. Title Page
2. Introduction
3. Literature Review
4. Statement of the problem
5. Specific research question and sub questions to address the problem
6. Significance of the study. Why this is important, who will benefit?
7. Research design and methodology
8. Organization of the Study
9. Tentative Reference List
